In January 2005 I started working forward Tumut Shire Council as a Cadet Town Planner. On my second day in the job I joined depa. From Tumut Shire Council I moved to Wagga Wagga City Council where I have worked for the past 16 years and am currently employed as a Senior Town Planner. I am the depa delegate and chair of the Consultative Committee. I first joined the Committee of Management in 2018 and have served as President since 2020. I am proud of the role that depa plays in local government, always on the front foot and busy taking action, while others are often still wondering what to do. The union is respected in both the industry and government and is always in the fight for its members. I am seeking re-election as President so I continue to help contribute to the strategic operation of the union and to achieve positive outcomes for the benefit of the whole membership. Local government continues to face resourcing challenges, and I am keen to keep playing a role as part of the depa Committee of Management highlighting these challenges. |

I am a health and building surveyor and have been in local government for the last 45 years. I have been a long-standing member of the Development and Environmental Professionals Association (depa) and have been on the committee of Management for a number of years. I have a strong conviction in protecting the interests and rights of development and environmental professionals in local government. I have been the Chair and depa delegate on my Council’s Consultative Committee for the last 20 years and have advocated and advised depa members on many workplace disputes and restructures that have occurred over the years. I look forward to continuing my role on the depa Committee of Management if re-elected. |

*The secretary has a four-year term and was not up for re-election
14 May 2024 will be 40 years working for depa and for almost 38 of those years, we've been fighting term contracts. The first article was published in the December 1986 issue of what was then called Health Surveyors’ News and now, building on the historic consensus with LGNSW and the unions, we are so close to having legislative changes that will revert senior staff (other than the GM) to coverage under the Award, I almost taste it - confidently, by the end of the year and potentially earlier. We were the most vigorous opponents of private certification (we ensured existing members went into accreditation levels on the recommendation of their councils) we can claim responsibility for the provisions in the 2020 Award requiring councils to provide "adequate staff and other resources to enable employees to carry out their duties and functions over the course of working hours that are not unreasonable", and the 2023 Award provides a right to disconnect that only 12 months or so later started to be contemplated in the Fair Work Commission. The commitment to fight something for 38 years and our dogged determination generally means no one can claim depa doesn't have true grit. |

I am woman hear me roar! Now I have your attention, I'll leave the roaring to Helen Reddy and use my inside voice to tell you about me. I have 30 years of wisdom gained as a town planner in roles from Trainee to Manager and currently Coordinator Land-Use Planning and Spatial Services. My work has taken me from Goulburn, Gosford, Queanbeyan, Hilltops to Queanbeyan-Palerang Councils, with short sojourns into state and federal government, just to confirm why local government is for me. Here, I thoroughly enjoy the opportunity to be a depa delegate at Queanbeyan-Palerang, identifying issues and solutions, while also giving me the chance to get my "legislation/legal nerd" hat on, to go through our Award conditions. A big part of my role as a town planner when looking at development and land-use change, is giving a voice to the environment, the future generations and the voiceless. I bring that skill and purpose in nominating for the Committee of Management. I would love the opportunity to give back to depa and contribute to the Committee by speaking up for those who need support and adding volume and weight for those quiet voices. I'm here, listening. |

In working for local government in South Western Sydney for over 25 years, my role in strategic infrastructure planning in one of Australia's fastest growing areas has focused on facilitating planning for infrastructure in support of financially sustainable urban growth. What I've observed over that time is the ongoing need for improvement in the local government industry to develop and support the skilled workforce required, in retaining the resources needed to serve local communities. Having been a depa member for over 12 years, a member of depa's Committee of Management for 2+ years and a delegate on the Council’s Consultative Committee for the last five years, in re-nominating as a depa Committee Member, I would offer the statement that it is the people that work in local government, but make a Council part of its local community. To this end, depa represents in its members all those virtues that would see local government as an industry of choice for any workforce. As a depa member, I would welcome the opportunity to continue to positively contribute towards depa's Committee of Management in supporting the ongoing service to all depa members across NSW. I have over twenty-five years of experience in Local Government, working in a range of positions including Building Surveying, Planning, and Environmental Health. I have also worked in a range of Councils including small rural Councils (Bland and Junee Shire), metropolitan (Parramatta City) and large regional Councils (Wyong Shire and now Central Coast). I believe that my experience in Local Government allows me to better understand the issues faced by depa members and the industry in general. I have also been the depa delegate at Parramatta City and Bland Shire Councils so I've had considerable experience representing members on various workplace reform committees, consultative committees and in the IRC. I am extremely proud of the role that depa plays within the industrial framework of Local Government and our reputation, whilst hard-earned, speaks for itself. If we're involved, there's a fight to be fought. I've been a member of the Committee of Management for fifteen years now, nine of those as Vice President. During this time I've been involved in setting the strategic direction of the association, as well as representing the Union in a number of forums. I look forward to continuing my role on the depa Committee of Management. Phone: 4350 5180

I am a Senior town planner working in Strategic Planning at Hilltops Council since 2018. I have been nominated for re-election into a second term as a member of the Committee of Management. As a rural Council planner, I understand the wearing of different hats and doing different roles as well as the pressures of city planners from previous local government experience. I am currently the Chair and depa delegate on my Councils Consultative Committee where I raise questions from members, facilitate meetings and clarify feedback between the Committee members and the Council’s Executive and HR departments. I have advocated and advised depa members as Council went through a Workplace Change restructure in 2020 one. This involved discussing the proposed changes and supporting members to preserve their rights and the benefits of working in local government. I assisted in preparing submissions, meeting alongside members as well as representing depa throughout the Workplace Change process. I look forward to continuing my role on the depa Committee of Management if re-elected. |

I'm a long-standing member of this association and have an interest in protecting the rights and benefits of local government employees and in particular the planning, development and environmental health and building professionals which depa represents. Further, I have a strong conviction in limiting any further erosion of the regulatory oversight of the building and development industry that has occurred over the years which has resulted in poor, unsafe building practices and a lack of consumer protection. I would be privileged to be given the opportunity to continue my association and work with depa as a member of the Committee of Management. |

l am an Environmental Health Officer at Blacktown City Council and have been for over 15 years. Coming from a strong union minded community, I joined depa upon my first few days of starting my career at Blacktown. I found the courage to volunteer myself as a delegate some 7 years later, which has allowed me some amazing experiences. During this time I have represented members of the Staff Consultative Committee, participated in policy review, and have been involved in negotiating Enterprise Agreements, as well as a range of other activities. I hold a deep appreciation and respect for the work of unions and am especially proud of the role depa plays in local government and its commitment to its members. Being the newbie amongst a team of experienced and professional members I can only proclaim to give it my very best! I very much look forward to continuing on as part of the Committee of Management tor depa. |

I am a senior town planner working in Strategic Planning at Hilltops Council since 2018. My family moved to rural NSW from Sydney to seek out a different lifestyle and new opportunities. As a lone small rural Council planner, I understand wearing different hats and undertaking a range of projects as well as the grind of metro planners from previous local government experience. As the depa delegate on my Council's Consultative Committee, I raise questions from members and contribute at meetings to clarify and receive feedback from Council's Executive. At present, I have been advocating for and advising members as Council goes through a Workplace Change process. This has involved discussing with individual members the impact of the proposed changes and supporting members to preserve their rights and benefits. Also explaining the workplace change process under the Local Government Award and speaking to and seeking clarity from the Council Executive about the impact of proposed changes on members. I have been nominated for the first time to be a member of the Committee of Management 10 gain experience and learn to advocate for members rights, whilst contributing to support members like depa has for me as a local government planner. |

Who are we?

depa is the acronym for the Development and Environmental Professionals’ Association - an industrial organisation of employees registered under the NSW Industrial Relations Act and one of the three local government unions party to be Local Government (State) Award and other industrial instruments in the industry.
Our members are professional employees working in local government in New South Wales in a variety of jobs in the fields of environmental health, public health, building and development control and planning.
A century ago the union was known as the Health Inspectors’ Association (when health inspectors in councils had a much broader role than simply health inspection) and went through a variety of name changes - the Health Surveyors’ Association, the Health and Building Surveyors’ Association, the Environmental Health and Building Surveyors’ Association - to become the Development and Environmental Professionals Association in July 2003.

Introduction
Congratulations on being elected as the local depa Delegate at you Council and welcome to the team. The local delegate performs a vital role in the provision of service to our members. As the local delegate you provide the link between the members at your Council and the Secretary of depa. This link is critical.
The depa team consists of 2 full time employees, the Secretary and an Office Manager, a voluntary Committee of Management and approximately 120 local delegates to service the 1400 or so members throughout NSW.
The Committee of Management oversees the running of depa and consists of members elected to the positions of President, 2 Vice presidents and 5 Committee members and the Secretary.
ROLE OF THE LOCAL DELEGATE
The extent of your role will depend on the size of the membership at your Council, the level of industrial activity at the Council and your experience. Your role may expand as you gain experience and confidence as the local delegate. Initially your role should cover the administrative functions. As you progress you can expand the role to include the remaining items as follows:
(a) Advise the depa office of change in Delegate
Where the delegate at the Council changes, the first task of the new delegate is to advise the depa office of the change. Accurate details help the office provide important information to the right people.
(b) Advise the office of members at your Council who have left and where they have gone
The web site has online and printable forms for employees to complete and forward to depa when they change address/employer/membership status or name. It is important that our membership records are up to date and by completing this task the membership records can be maintained.
(c) Refer matters to the Secretary
As the local delegate you should contact the Secretary:
- if there is an issue on which you need advice
- if an issue cannot be resolved internally
- if you are unsure what to do.
Don't wait too long, it may be too late.
(d) Distribute Consultative Committee Minutes
Keeping the members informed of the issues is important so that they are aware of what is happening at work and can provide you with comment where necessary. It is important to provide minutes and documents discussed at the committee to the members. If you are not the depa representative on the Consultative Committee or subcommittees it is important that you ensure the minutes of the meetings are distributed to the members. If minutes are distributed by internal email this process is made easier by simply forwarding them on. Remember an informed member can make your job easier.
(e) Be Aware of Occupational Health & Safety Issues
Often OH&S issues become industrial relations issues and you need to be aware of what is happening in the workplace. Remember it was the union movement that first brought about the changes that has lead to today's requirements for OH&S and Workers Compensation.
(f) Be aware of Your Training Needs and Obligations
Under the Award you are entitled to attend training as a Consultative Committee member.
(g) Provide Feedback to Members on Issues
This may be as simple as providing a copy of the minutes of the Consultative Committee or OH&S Committee Meetings to the members. Some delegates find the internal email useful for advising of relevant events that have taken place on local issues. Informal chats at morning tea are also a great forum for providing information. No matter what method you use it is critical to keep the members informed of what is happening as they can often provide you with information to help you do your job.
(h) Provide advice to Members
As the local representative of depa the members will contact you to clarify issues or ask about Award requirements if you are uncertain you can contact the office.
(i) Attend the Council Consultative Committee
The role of the Consultative Committee as outlined in the Award is diverse. If you are a member of the Consultative Committee you will be involved in the development, implementation and review of Council Policy and procedure of a Human Resource/Industrial Relations nature. Typical examples include Salary Systems and Staff Performance Systems. To be an effective member of the Consultative Committee it is important to know what matters should be referred to the committee and this is detailed in the Award.
At some Councils the Local Delegate is not the depa representative on the Consultative Committee or its various subcommittees. Where this is the case it is important to be aware of the issues that come out of the consultative committee and subcommittee meetings and it is important that the members are also informed.
(j) Organise meetings of members
At times some internal or external industrial issues may need to be discussed with the members and voted on. This should happen as soon as the issue is identified and it may be prudent to inform the Secretary - before it is too late. An election should occur every 2 years, or upon the loss of a delegate, to elect or re-elect a local delegate.
(k) Liaise with other Union Delegates on Common Issues
Quite often the issues that affect our members also affect the other Union/Associations partied to the award. It is helpful at a local level to have good relationships with the other delegates as we can help each other out on common issues.
(l) Recruit New Members
Recruitment doesn't need to be complicated. It can be as simple as giving a new employee or an existing non-member a copy of depaNews or the link to our website. This can be followed up by an informal chat and discussion about the success of depa.
(m) Provide Advice on Grievances
You should be the first port of call for any of our members who have a grievance. Typical grievances include disputes over job evaluation, or the outcome of performance appraisals. If you're confident of following the grievance procedures contain in the award, advise the member of this process. If you need further support call the Secretary or your Committee of Management.
(n) Assist in Disputes
Where a matter has been referred to the Secretary, you may be required to assist the Secretary with the case. The Secretary will advise you of the level of involvement required.
Good luck and don't forget you are not alone.

I am a senior town planner working in development assessment at Wagga Wagga City Council, having commenced with WWCC in the early 2000s. I feel a strong connection to regional NSW after spending almost my whole life in Wagga, moving to the city from Dubbo at the age of 7. I have been a member of the Committee of Management for the past two years and am seeking re-election to the Committee of Management so I can continue to help contribute to the strategic operation of the union and to achieving positive outcomes for the benefit of the whole membership. Having lived with cancer for the past five years, I also believe that I bring a unique insight to the Committee, as an individual balancing a serious medical condition with full-time work. As a delegate, as well as chair of my Council’s Consultative Committee, I am a keen advocate on day-to-day industrial matters. However, I also hold a keen interest in depa’s role providing professional advocacy and support for the various professions represented by the union, particularly to government in these times of seemingly consistent reform within the planning system and local government. |

I believe that it is important to be involved on the Management Committee of depa to make an active contribution to the promotion of the various professionals it represents. I will support the promotion of depa to ensure that member views are represented and appropriate employment conditions are maintained. I will also contribute to the strategic policy settings of the union as well as the Local Government Award and other legislative changes which may affect our professions. The union has a demonstrated history of sound advocacy for the members that I will seek to continue in a professional manner and to further the objectives of the union. Our union is a well run organisation which delivers excellent results to our members in a cost effective manner which will be maintained by increasing our membership and maintaining good management practices. I will continue to advance our members’ workplace conditions and strengthen our professional standing in local government and the community through my involvement with and leadership of the Management Committee. |

I started my career as a Student Environmental Health and Building Surveyor at North Sydney Council, followed by 8.5 years as a Building Surveyor at Ku-ring-gai and Willoughby Councils. After completing studies in urban and regional planning, I had a sea and career change moving to Great Lakes Council as a town planner. I now live in Newcastle, working at Newcastle City Council as an urban planner. My experience in a diverse range of development and environmental roles in both metropolitan and regional councils provides me with a good understanding of the varied challenges that depa members can face. I believe it is important to actively contribute to depa to ensure the continued growth and success of the association, and for the past 6 years I have served as a committee member on the Committee of Management. I will continue to advocate to ensure the best possible outcomes for members in all policy and legislative changes. Phone: 4974 2891

I have been a committed member of this association since I began my career as a health and building surveyor in local government back in the early 80s. I have a deep conviction in preserving the rights and benefits of all local government employees and in particular professionals within the planning, health and building field for which depa currently represents. I find great purpose in the role of committee member of depa as it keeps me up to date with all the current industrial issues and challenges that face local government and further provides me with the ability to participate and represent my fellow members on all award negotiations. It also provides me with an insight to some of the organisations and individuals that may not be looking after the interest of their employees and to do something about it. |

I am a senior development assessment officer at Coffs Harbour City Council, having worked in local government for the past 15 years as a town planner in various development assessment roles. I am currently a depa delegate and also represent members on the consultative committee. In my time as a delegate I have been involved in a range of industrial activities, including a restructure and more recently the negotiation of an enterprise agreement. For the last two years I have served on the depa Committee of Management. I have thoroughly enjoyed the experience and I am seeking re-election this year. Having worked in development assessment, I appreciate the ongoing challenges and pressures that environmental and development professionals regularly face in local government. As a delegate and member of the Committee of Management I have had the opportunity to see first hand the important role that depa plays in supporting members in the workplace and providing constructive and effective input into the local government industry. I look forward to an opportunity to continue my role on the Committee of Management. Phone: 6648 4647

After my first term on the committee I have developed a desire to continue what I consider an important contribution to our profession and organisation. Along with my 30 years in local government and membership of our association, I have represented depa on Council consultative committees, many years as chair. I maintain qualifications and practical application across the roles of building, development and environmental health and maintain an understanding how these roles are impacted professionally and industrially in the current local government environment. I believe that I have developed and maintain a skill set that not only provides a practical endorsement of our current association’s position but the ability to openly review and enhance its direction to provide contemporary application to its long held mission. I would very much like to be part of a leadership group that strives for workplaces that are fair, appropriate and reasonable and reflect this in its policy development and approach and dealings with all industrial matters. |

depa is the voice of environmental health, building and town planning staff in Councils throughout NSW. It performs an invaluable service for those staff as it keeps management honest and operating in accordance with the Award that we all enjoy the benefits of.
I have been a local Council delegate for over 10 years and am happy to be nominated to join the management group of depa. I am keen to assist ensuring that the association remains a vital and relevant force into the future for the benefit of all members – current and upcoming. |

I am a senior planner at Canterbury-Bankstown Council. I was previously employed at the former Canterbury and was the delegate at Canterbury from 2016 and continued in the role of delegate after the merger with Bankstown City to form Canterbury-Bankstown. I represented depa on the Consultative Committee both at Canterbury and at Canterbury-Bankstown, including chairing of the CC. For the first 18 months of the merger the Council operated with an interim consultative committee with delegates from Canterbury and Bankstown and I was elected by members to be sole depa representative after the interim period. I actively participated in the construction of the new structure, appointment and expression of interest processes, policy development and all those other things that need to be done creating a bigger Council. I have a broad knowledge of the new merged organisation, and the industry and I have also worked in the private sector. I think depa provides value for members in providing professional and capable advice and would like to be elected on the committee to increase my knowledge of employment related issues to that I can better represent my fellow colleagues/depa members. |

On 14 May 1984, while the rest of Australia was focused on the release of the gold $1 coin, I started work at a small, timid men’s club called the Health Surveyors’ Association. I knew, as did some of those who appointed me, that it had the potential to abandon its obsequious and conservative past and grow to be a dynamic, assertive and professional union. How lucky was I to be given an opportunity like this and how lucky have I been to be supported by members, and (usually) a Committee of Management, equally as committed to being part of a respected, effective voice for our professions in local government. Government respects our views and ignores them at their peril, employers often fear us (a perfect relationship for any union), other unions can’t match our capacity for immediate Blitzkrieg action and depaNews puts our view dramatically, colourfully and authoritatively in a way our members love. And there is no issue they love more than our December Golden Turd Award. No-one ever wonders what depa thinks. While my default mode is charming, good-humoured, patient and diplomatic, we go hard when we need to. I’ll have another four more years, thanks. |

Last year I moved to Newcastle City Council in an Urban Planning role.
At Great Lakes Council I served as the depa delegate and represented members on the Consultative Committee. For the last 4 years I have also served on the depa Committee of Management.
My experience in a diverse range of development and environmental roles in both metropolitan and regional councils provides me with a good understanding of the varied challenges that depa members can face.
I believe it is important to actively contribute to depa to ensure the continued growth and success of the association to achieve the best possible outcomes for members. With significant changes being proposed for local government, it is important to be involved and make sure depa continues to be an effective voice in the review process.

I have extensive experience in local government in the area of health and building surveying and development assessment with a career spanning 36 years across a number of metropolitan councils including Fairfield, Strathfield and Ryde.
I have always been an active member of depa and I have considerable experience as a delegate and a member of a number of Consultative Committees.
I have conviction in the protection of workers' rights and entitlements in the work place as well as improving conditions in striving for a better work life balance.
I'm invigorated by the challenges facing local government with regards to council mergers and I'm excited by the prospects of the long lasting benefits that this may provide councils and I want to be part of depa's response and action as this process progresses and unfolds.

I have been a member of the depa and preceding names of the Association since circa 1972 and have been a delegate since the early 1980’s at Liverpool, Merriwa and Parramatta Councils. I have been a member of the Committee of Management since July 2001.
I have considerable experience in industrial/professional issues including the development of salary systems; workplace change/restructures combined with a variety of defence of members’ issues, some of which have resulted in formal industrial action. I am currently representing depa on the Food Regulation Forum convened by the Food Authority of NSW.
My principal reason for gaining appointment to the Committee of Management in 2001 was my genuine desire to be instrumental in the enhancement of depa and the profession overall. These desires, combined with my understanding of the significant issues confronting our profession, have increased during my 13 years as a committee member and I believe that I can still add value to the committee, depa and most importantly, the welfare of the depa membership. For this purpose, I seek reappointment as a member of the Committee.

I am an Environmental Health Officer at Ballina Sire Council and have worked in Local Government for 14 years. I have acted as the local depa representative and through that experience, have become aware of issues such as difficulties parents experience in returning to work from parental leave and how councils meet their obligations under the Award to provide flexible working conditions to their staff.
I have served on Council’s consultative committee and also represented members in several industrial disputes which have really opened my eyes to industrial matters.
I see the role of committee member as being a constructive way to help improve the working conditions of all members.

The Local Government sector is entering a significant period of change with the Fit for the Future recommendations being implemented across the state. Strong, effective and strategic industrial leadership is crucial in this process to ensure that the opportunities presented by council amalgamations are realised and taken advantage of. Larger, more financially stable councils can only benefit their communities and improve employee conditions and job stability. I am extremely proud of the role that depa plays within the industrial framework of Local Government and our reputation, whilst hard-earned, speaks for itself. If we're involved, there's a fight to be fought.
I've been a member of the Committee for seven years now, five of those as Vice President, and during this time I've been involved in setting the strategic direction of the association, as well as representing the union in a broad range of forums. I look forward to continuing my role on the depa Committee of Management.

On 14 May 1984, while the rest of Australia was focused on the release of the gold $1 coin, I started work at a small, timid men’s club called the Health Surveyors’ Association.
I knew, as did some of those who appointed me, that it had the potential to abandon its obsequious past and grow to be a dynamic, assertive and professional union.
How lucky was I to be given an opportunity like this and how lucky have I been to be supported by members, and a Committee of Management, equally as committed to being part of a respected, effective voice for our professions in local government.
Government respects our views and ignores them at their peril, employers often fear us, other unions can’t match our capacity for immediate blitzkrieg action and depaNews puts our view dramatically, colourfully and authoritatively in a way our members love. No one is ever unclear what depa thinks.
We go hard when we need to go hard but we can be diplomatic when we need to be diplomatic.
It might have taken more than six days, but I have created depa in my image.
I’ll have another 30 years thanks.

What do we do?
- Details
- Published: Thursday, 24 February 2011 13:17
We protect things our members have as conditions of their employment and we try to improve them.
We take a broad approach to our responsibilities to members and give advice and assistance on professional issues as well as the more predictable industrial and workplace issues. We understand what members do at work and that understanding allows us to take a holistic approach. Our understanding of what our members do is thorough and detailed and we boast an unrivalled corporate memory in the industry.
depa’s Secretary Ian Robertson has worked for the union since May 1984 and is across all of the important, interesting or entertaining things that happen in the industry since that time. If he was a part of it, he knew about it anything doesn't know about it, it can't have been such a big deal. If you want advice about the 1993 Act or the 1995 Amendment Act, or the 1996 amendments to the EP&A Act and the introduction of private certifiers or the establishment of the BPB and the subsequent accreditation of council employees, it makes sense to ask someone who negotiated it - or fought against it.
With the two other unions and Local Government NSW, we negotiate the Local Government (State) Award with a focus on the interests of our members in their specialist professions, enterprise agreements councils covered by the State Award as well as councils like Wollongong that have historically had their own separate awards or agreements.
We talk to the Government about things that we think should change in the Local Government Act, the Environmental Planning and Assessment Act, the Building Professionals Act and the Industrial Relations Act. Or things that they might want to change but which we want to see remain unchanged.
On a pro rata basis, we filed more disputes in the Industrial Relations Commission than any other union. These disputes can be broad in scope or specific and personal.
We run broad disputes across many councils with the support of the other two unions like the 2000 dispute with 75 councils about salary systems (which we liked to call depa Vs The Rest of the World) and with 130 councils in 2009 about changes to superannuation and how it affected managers/directors on TRPs when some councils wanted to reduce take-home pay.
In 2011, again with the support of the other unions, we filed the dispute to support the implementation of Industry Guidelines developed jointly by the three unions and Local Government NSW on alcohol and other drug policies (which discouraged random testing and which referred saliva to be more intrusive urine testing) and a dispute which ran in parallel against the Hunter Councils frothing at the mouth about implementing random urine testing so that they would know what employees had been up to when not at work.
One of our obsessions over the years has been the introduction of term contracts. Originally thought to be a good idea by the Town Clerks Society (the old name for the Local Government Managers Association) in the late 1980s because self-important town clerks at the time wanted to elevate themselves above everyone else in the industry, term contracts were a way of dislocating career paths, creating artificial barriers and hurdles in what should be a seamless career path, getting rid of employees who were doing a good job and even worse.
We fought against the introduction of term contracts in the 1993 Local Government Act and when this Act was finalised in a way that allowed councils to declare people on over $45,000 a year as Senior Staff and outside the awards, we are responsible for the 1995 In Act that introduced a minimum salary level of SES Level 1 to ensure that only top level of management would be removed from protection under the Award.
We disputed contracts of councils individually, and when unsuccessful in the 1995 Award negotiations to have restrictions on term contracts introduced we were successful in having these restrictions introduced in 1998. In 2002 we stopped Gosford introducing contracts as low as the entry-level three and ensure that the contracts which were implemented at managerial levels required a further contract if the employee's performance had been satisfactory. The effective banning of term contracts in the 2010 Award is the final conclusion to this historic campaign.
We act for members to contest:
- changes to leaseback practices and policies
- removal of variable working day systems or flexible working hour systems
- unreasonable rejection of applications for leave
- unreasonable imposition of forcing employees to take leave
- access to flexible work or part-time work to properly discharge parental and family responsibilities
- return to normal hours when those parental and family responsibilities change
- bullying or harassment at work
- unsafe or unpleasant working conditions
- unfair treatment in performance reviews and behavioural management
- the misuse of the Consultative Committee by management
- unreasonable management of sick leave
but we like to think that we don't just react to the short-sightedness, penny-pinching, meanness and vindictiveness common in the industry. We have a proactive and progressive approach which assumes that it is possible to build satisfying and well-paid work (nearly) everywhere.
And just to demonstrate that our role even extends well beyond life at work, we were involved in the separation of Local Government Super from State Super and First State Super in July 1993 and have been active and involved on the Board of the Scheme since that time. This allows us to work hard to protect and improve retirement income of members after local government and, because our role has meant that Local Government Super is the leading superannuation fund in Australia with its commitment to sustainable and responsible investment, we do this with minimal damage to other people and the planet.
